Add water, milk, eggs and butter, mix well. Knead dough until smooth, dry and pliable. Let rise in warm place, until double in size (about 1hr). Split dough into two parts Roll out into two 16 x 20 " rectangles. Sprinkle with sugar. Sprinkle liberally with cinnamon, rub into dough. Sprinkle with raisins (optional). Brush with egg white. Roll up and cut into 16 rolls. Let rise 20 minutes. Bake 18 minutes in 350 degree oven.
